Swiss voters to decide on national e-ID system

Switzerland is set to hold a crucial referendum on the introduction of a national electronic identity system after opponents successfully gathered the required signatures. The Federal Chancellery has confirmed that 55,344 valid signatures were submitted out of a total of 55,683, clearing the way for a national vote on the Federal Act on Electronic Identity and Other Means of Electronic Evidence (e-ID Act) passed in December 2024.

The referendum has drawn support from a diverse coalition of groups, including the conservative Federal Democratic Union of Switzerland, the youth wing of the Swiss People's Party, Friends of the Constitution, and Swiss Digital Integrity. Privacy protection remains a central concern for the opposition, with the Mass-Voll movement contributing 15,000 signatures to the cause. The referendum committee has expressed particular concerns about data protection and the management of electronic identities.

The proposed e-ID system is designed to be both free of charge and optional for Swiss citizens. It aims to simplify various administrative procedures, enabling online applications for criminal record extracts, driving licenses, and age verification for purchasing regulated products. Unlike the previous proposal, this version ensures public management of the system, addressing earlier concerns about private sector involvement.

This referendum marks Switzerland's second attempt at introducing a national e-ID system. A previous proposal was rejected by voters in 2021, primarily due to concerns over personal data protection and private sector involvement in managing electronic identities. The current proposal has been revised to address these concerns, placing the system firmly under public control.

Following parliamentary approval in December 2024, the e-ID system was initially scheduled for implementation in 2026 at the earliest. However, with the successful referendum challenge, the timeline now depends on the outcome of the national vote. The government maintains its support for the law, emphasizing its importance for digital modernization while addressing previous concerns about privacy and control.
