Swiss Hydroelectric Projects Face Major Delays

Switzerland's ambitious plans to enhance its hydroelectric capacity have hit a significant roadblock as sixteen national priority projects face substantial delays. These crucial infrastructure developments, initially approved through the Electricity Act, are experiencing unforeseen challenges that threaten to derail the nation's 2040 winter electricity supply objectives. The setbacks represent a major concern for Switzerland's energy security and transition strategy.

The original plans aimed to boost winter electricity supplies by an additional 2 terawatt hours (TWh) by 2040. However, recent assessments reveal a significant shortfall, with only 1.1 TWh achievable by the target date. Even after complete project implementation, the maximum output will reach just 1.5 TWh, falling short of initial goals. This gap raises serious concerns about meeting Switzerland's growing energy demands and maintaining energy independence during winter months.

Following a comprehensive survey in the second quarter of 2025, the Federal Council has announced necessary adjustments to the project portfolio. Some projects will undergo resizing, while others face postponement or potential cancellation. Many projects remain in preliminary study phases or are awaiting licensing approvals, contributing to the delays. The Federal Department of Energy (DETEC) is currently evaluating options and will present revised strategies by year-end.

The delays and reduced production capacity significantly impact Switzerland's energy strategy, particularly concerning winter electricity security. The shortfall of nearly 0.9 TWh from the original target threatens the nation's goals for energy independence and sustainable power generation. This situation necessitates a reassessment of Switzerland's energy mix and potential alternative solutions to bridge the expected supply gap.

As DETEC prepares to present alternative options by the end of 2025, Switzerland faces crucial decisions about its energy future.
